Local Authority Funding Announced for Food Waste Collection Trials

Local authorities in England and Northern Ireland are being invited to submit Expressions of Interest to WRAP for funding support to introduce and run trial kerbside collections of food waste.

The trials are designed to explore the effectiveness of different collection schemes for separated food waste – for example food waste collected via separate collection rounds or being co-collected at the same time as other dry recyclables. To maximise learning from the trials, WRAP is looking for Expressions of Interest from local authorities with diverse conditions and issues.

WRAP is also interested in working with local authorities who already have separate food waste collection schemes in place to further develop these services and related communications activities. Trials and service improvements can be carried out at any time in the period October 2006 – March 2008.

A range of support measures will be available to local authorities in order to gather the information necessary to determine the benefits of separate food waste collection, including:

  1. financial contribution to the running of a pilot service in 2006/7 and 2007/8, including but not limited to:
    • scheme design and project planning
    • design and modification of collection vehicles
    • design and production of communication materials
    • equipment and vehicle leasing costs;
  2. access to pre-tendered and reduced rate containers; and
  3. monitoring and evaluation of the trials to assess performance and cost-effectiveness.

Linda Crichton, ROTATE manager for WRAP, explains:

"Developing effective food waste collections is the next big challenge for many local authorities who want to improve their recycling rates and increase diversion from landfill. We are keen to work with a range of authorities and include a good cross-section of scheme types to develop a better understanding of the issues and challenges in different local authority contexts."

An Expression of Interest form can be downloaded from the WRAP website (www.wrap.org.uk/foodwaste) or obtained by written request, quoting ROT020, from Janis Sorrell, Collections Team Administrator. 

Local authorities in Scotland should wait for a separate call, expected shortly.
