Capital funding to increase the quantity and quality of non-inert construction & demolition waste arisings diverted from landfill in Scotland

Zero Waste Scotland logo February 2010Supported by the Scottish Government, the overall aim of the programme is to stimulate investment in Scotland in additional collection infrastructure and associated processing equipment specifically to deal with the non-inert fractions of mixed waste from Construction and Demolition sources and to process the material for use in a broad range of applications.

(Non-inert fractions include materials such as soils, fines, timber, plastics, plasterboard, packaging.  They do not include materials such as aggregates ie masonry, brick & block, stone, paving, tiles or ceramics.)

The strategic priority objective of the Scottish Government is to create a Greener, Wealthier and Healthier Scotland and ultimately a zero waste, resource efficient society.  The construction sector is the largest user of resources and generator of waste (some 10 million tonnes annually) in Scotland.  Inefficiencies in the use of materials in the construction process have a major environmental impact in terms of demand for raw materials, energy requirements in manufacture, waste going to landfill, wasted embodied energy and associated carbon emissions.

In order to improve the availability, quality and consistency of supply of material to specific materials processors, the capital grant programme will target three specific areas:

  • Extension of existing collection systems, “bulking centres” and processing facilities specifically addressing the mixed C&D waste streams;
  • Provision of new processing facilities specifically addressing the mixed C&D waste streams; and
  • Provision of new collection systems specifically targeting mixed waste material streams, e.g. soils, timber, plastics, packaging.

Please note that for collection systems to be delivered they must be shown to be contributing to diversion of waste from landfill by preferably feeding in-house reprocessing capacity or otherwise by being able to clearly demonstrate a secure route into a third-party facility with defined outputs.

This Programme will offer grant funding for facilities located in Scotland to invest in new or expanded non-inert construction and demolition waste capacity.  Operating under the de minimis State Aid Regulations, grants of up to £180,000 and not exceeding 50% of the total eligible costs will be available from 1 April 2010 towards capital costs such as plant, equipment and infrastructure for projects that will significantly increase the quantity and quality of non-inert waste materials recovered, separated and recycled from construction and demolition sites in Scotland.

All assistance is subject to contract and will be paid in instalments at agreed milestones. There is no closing date for applications although the funding is finite and available on a first come, first served basis. 

Grants will be available from 1 April 2010.  The programme will close at the end of March 2011 and no further funding will be available after this date.  Zero Waste Scotland will aim to applicants of the outcome of their applications within a maximum of four weeks of receiving a completed application form and supporting documentation.  Please note that assessment will not take place until after 1 April 2010.
