Third Sector: Investment for growth findings
A new market report commissioned by WRAP (Waste & Resources Action Programme) and REalliance identified areas where working with third sector organisations (TSOs) offers the greatest value to local authorities to help deliver waste and recycling services.
The report also identified barriers for example in the way the procurement of services is organised for resource recovery TSOs seeking to deliver service contracts for local authorities. Despite the benefits for local authorities waste services are often bundled up into large contracts in ways which make it difficult for third sector providers to bid e.g. for reuse and recycling from bulky waste collections or household waste recycling centres.
Economic, social and environmental benefits of working with TSOs were also identified for both in-house and commercial contractors to extend the range of services they can offer in response to demanding service specifications.
