Capital grants

• Who can apply for a capital grant?

  This is dependent on the type of programme being offered.  Often there are no restrictions on the type or size of organisation that can apply.  Sometimes the size and location of an applicant can affect the amount of funding available to them and applicants will need to look at the specific application document carefully.

  Organisations such as local authorities, governmental bodies, charities, and community associations can apply but you will need to bear in mind that the project must demonstrate it can be commercially sustainable in the long term and that it does not rely on grant funding.

• How do I apply for a capital grant?

  When a capital programme is launched a guidance document called the Capital Grant Guidance for Applicants can be downloaded from the website. This gives you full details of what is required and how to apply.

  Programmes are often supported by a workshop at which you can learn more about the scope of the programme and what should be included in your application.

  TOP TIPS

  • Read the Capital Grant Guidance for Applicants document and “how to apply” section carefully.
  • Make your project plan clear, robust, ready to deliver and clearly indexed.
  • Double check the financial information included with your application.
  • Give supporting evidence to back up your statements wherever possible.
  • Assume no prior knowledge of your organisation or project by assessors.
  • Get someone else to read your application through.
  • If in doubt provide MORE (not less) information.
  • Remember value for money is key.

• How are capital grant applications assessed?

  WRAP selects the projects it funds through a competitive process, assessing each proposal against the evaluation criteria stated in the Capital Grant Guidance for Applicants document and against other applications. Capital grants are offered (subject to contract) to applicants whose projects most strongly meet the evaluation criteria and, in particular, offer WRAP best value for money.

• Will my application be treated in confidence?

  WRAP recognises that there may be commercial sensitivity in relation to any applications made and both WRAP and its representatives are bound by legally binding agreements to ensure that confidentiality is not breached.

• How much money is available?

  WRAP has a finite budget for capital grant programmes, and each separate grant scheme will differ.

  The European Union specifies limits on the amount of funding that can be offered to projects which may vary dependent on the company size and location within the UK.  In many cases WRAP’s capital grants programmes are operated under the EU Environmental Guidelines Clearance Scheme and the maximum support that WRAP will offer under this scheme is up to 30% of the total eligible costs of the project.

• How will funding be made available?

  Applicants who are selected for funding will be required to sign a contract with WRAP.  In this contract project milestones will be agreed and instalment payments will be profiled against the spend profile of your project i.e. on placement of order, during the build phase, delivery of assets, commissioning etc.  WRAP will not pay ahead of need and will pay instalments retrospectively after you have made your payments.

• How long does the application and assessment process take?

  From the launch date of the competition, you have approximately 10 weeks to prepare your application, although this can vary.  There will be a fixed deadline date for each programme and this will be clearly shown on the website and in the Capital Grant Guidance for Applicants document. WRAP needs to receive all applications by the published deadline date.

  Applications are then independently assessed by a financial assessor, an environmental assessor and specialist panel assessors, which takes approximately five weeks from receipt of applications.  We are normally able to advise applicants of whether or not they have been successful after five working days from the panel assessment meeting which takes place at the end of the assessment process.

• What commitments must I agree to if I am successful?

  If your application has been accepted in principle, a WRAP project manager will be appointed to undertake contract negotiations with you.  You will need to provide supporting documentation i.e. licensing, planning consents, guarantors and co-funding arrangements before a final contract can be drawn up and signed.  If you are successful in contract negotiations, your final contract will set out how much and when payments will be made against your forecast project spend. 

  Your contract will state your commitment to process an agreed input and produce an agreed output tonnage over a five year period from the date of operation which will be monitored by a project monitor, who will also ensure that you are meeting all other contract requirements. 

  Once your contract has been signed a project monitor will be appointed to visit your site to audit invoices and to confirm that the equipment as agreed on the asset inventory has been delivered, is in place and is working.  Your payments will not be made until WRAP has received the project monitor’s authorisation to pay.
