The Rural Community Energy Fund (RCEF) is a £15 million programme, jointly funded by the Department for Environment, Food and Rural Affairs (Defra) and the Department of Energy & Climate Change (DECC). It supports rural communities in England to develop renewable energy projects which provide economic and social benefits to the community.
The fund provides up to approximately £150,000 of funding for feasibility and pre-planning development work to help projects become investment ready.
Get yourself RCEF ready
If you are not familiar with the RCEF application process, it is advisable to download and complete the pre-application questionnaire to see if your group is ready. Email the completed form to the RCEF team along with your contact details. We will then contact you to let you know if your project is at a suitable stage to make a full application.
RCEF provides support in two stages:
Stage 1 provides a grant of up to approximately £20,000 to pay for an initial investigation into the feasibility of a renewable energy project. For more detail please download the Stage 1 Feasibility Grants Guidance document.
A key part of the investigation undertaken by your chosen consultant will be to provide a feasibility report, which should follow a prescribed format. For information please download the Stage 1 Feasibility Report Structure document.
Stage 2 provides an unsecured loan of up to approximately £130,000 to support planning applications and develop a robust business case to attract further investment.

To ensure that your application is processed quickly please make sure that all relevant forms used are the latest versions as currently downloadable from the WRAP website (i.e. v15.1 for Stage 1 and v16.1 for Stage 2. Version numbers are clearly displayed on the first page of each application document).
