This workshop aims to equip participants with the knowledge and skills to enable them to identify, evaluate and plan improvements to bulky waste services to divert waste to re-use and recycling, with added socio-economic benefits.

Target audience

This workshop targets staff from local authority, private or third sector with responsibility for the development and/or contracting of bulky waste services.


  • 1 day non-residential

Learning outcomes 

Upon completion of the course the delegates will be able to: 

  • identify and evaluate the implications of the local, national and international drivers for the delivery of bulky waste reuse/recycling schemes;
  • develop service aims and objectives to develop/improve bulky waste schemes;
  • identify options for delivering bulky waste schemes;
  • appraise different options for developing/improving bulky waste against the service aims and objectives;
  • calculate and compare the costs for collection and HWRC schemes;
  • assess the current provision against aims and objectives for the service;
  • identify implementation options, good practice and appropriate sources of information and support;
  • commission and specify a scheme/s and develop Key Performance Indicators (KPIs); and
  • develop an action plan for developing/improving bulky waste schemes

Preparation by delegates

Delegates should obtain information on their current bulky waste collections scheme/s, and/or bulky re-use arrangements at HWRCs, including size of service, recycling and re-use rates, cost of delivery vs income received (if any), current contract arrangements/restrictions, motivation/reason for change and local drivers (check corporate strategy, community strategy, sustainability strategy and waste strategy for these).   Delegats should also familiarise themselves with possible collections and HWRC bulky waste scheme options
