The aim of the Ecotrade Centre Project is to set up, manage and operate a demonstration material collection and segregation facility to capture and divert C, D & R waste from landfill particularly from small trades and waste carriers.

CD&R waste includes dry packaging waste: cardboard, paper and plastic packaging, Green waste, Scrap metal: stainless-steel, brass, copper, lead, cast iron and light iron, aluminum, Cabling, Timber, Glass,
Plasterboard, Inert Waste, WEEE, Tyres, Paint Cans.

Background

The construction industry has an important impact on the environment in terms of the resources it consumes and also the waste it produces. It is the biggest controlled waste producer in the UK, representing 19% of total UK waste (UK CEED).

Construction and demolition waste accounted for 35% by weight of the total waste arising in Greater Peterborough in 2004 or 136,000 tonnes, a figure that is set to increase year on year to satisfy the requirements of a growing economy and the demand for new homes in the area.

The UK Centre for Economic and Environmental Development (UK CEED) identified through the PII Project Exploiting the local value of construction and demolition waste, the problem of waste arising from this sector and the need to divert waste away from landfill for re-use and recycling. The research also noted the lack of facilities for small trades and small scale construction and demolition activities to dispose their waste.

This project aims to pilot a new facility for construction and demolition waste: Peterborough Ecotrade Centre aimed at small trades and small scale construction and demolition activities.

Objectives

To set up and develop an Ecotrade Centre to divert C, D & R waste away from landfill and recover material primarily from small to medium activities for re-use, reprocessing recycling and recover.

To investigate the economic and practical viability of operating a sub-regional materials collection and segregation facility for commercial construction waste and demolition waste arising from small traders and waste carriers. To convert the economics into a clear and transparent charging system and reduce the gate fees to the lowest commercially viable margin.

To identify, assess and document the quantity (in tonnes) and types of materials arising from small trade activities.

To provide support, training and assistance to a minimum of 30 centre users to increase the level of segregation of waste materials for re-use and recycling.

To analyse the impact of the facility on the occurrence and frequency of fly tipping in the sub-region

To develop and test site waste management planning web-wizard in line with the new DTI Voluntary Code of Site Waste Management Planning (SWMP) and to provide guidance and assistance in the development of SWMP’s top increase the rate of waste divergence from landfill.

To trial, document & assess the effectiveness of split skips for the collection of recyclable material.

    The Peterborough Ecotrade Centre is an initiative of the UK Centre for Economic and Environmental Development and is operated by Singh UK Ltd. It is a recycling facility developed to capture and divert Construction, Demolition and Refurbishment waste from landfill, particularly from small trades and waste carriers. The Centre functions in much the same way as a Householders Waste Recycling Centre with waste segregated into separate containers by businesses using the facility.
