    St Edmundsbury Borough Council (SEBC) in Suffolk is one of the top ten performing local authorities in the country (2005/06) with a 48.6% recycling rate. The recovery of plastic bottles in addition to other plastic packaging has contributed significantly to this highly successful scheme.
