Advisory support
You can apply for strategic and operational support on recycling and waste collection issues if you are planning or considering making changes to the services you offer to households and business customers. Applications are welcome from individual authorities or those who are seeking to work with other local authorities.
Support on developing local reuse partnerships is available to local authorities who are working with other local authorities or with a third sector group, charity, textiles collector or waste management company.
All support is customised to the specific needs of individual local authorities or partnerships. We can provide:
- An agreed programme of dedicated WRAP adviser time
- On-going technical support from WRAP advisers over a period of time
- Support from external consultants where appropriate
- Training courses on a range of topics
- Signposting to other support programmes, e.g. iESE

The type of support we offer includes:
Procurement of collection service contracts, which might include:
- Procurement strategy
- PQQ/ITT preparation
- Tender evaluation
The case study for West Oxfordshire District Council shows the benefits of customised support on procurement of a new integrated refuse, recycling and organic waste collection service contract.
Changes to services, particularly if you are thinking of introducing new services or extending the range of materials collected, for example food, plastic bottles, plastic packaging, textiles; this might include:
- Modelling different options
- Advice on implementing service changes
- Reviewing quality and efficiency
- General operation advice
- Communications advice, where appropriate, as capacity is limited
The case study for Cotswold District Council shows the benefits of customised support for improvements to an existing service.
Marketing dry recyclables, which might include:
- Assisting with arranging equitable contracts for the sale of dry recyclables for individual or multiple authorities
- Improving existing arrangements
Local reuse partnerships
We are able to offer support to new partnerships or help existing partnerships to develop further to increase the collection of bulky items and textiles for reuse including:
- Partnership brokering, such as identifying and engaging with key groups through a reuse forum
- Service reviews and advice on collecting for reuse
- Communicating reuse options to householders
- And, in collaboration with WRAP's Third Sector Programme support, to build capacity within third sector partners covering marketing and business plans and interim management
Recycle for London - borough support
In addition to the strategic and operational support available from WRAP to support the deliver of service improvements locally, WRAP continues to work with Recycle for London to deliver borough specific, targeted communications support (funding and/or advice) linked to service improvements.
Support is assessed and delivered by WRAP and is co-ordinated to tie in with London-wide and national communication activity.
Borough service communications projects are required to set objectives for delivering tonnage and contributing to CO2 equivalent savings.
Waste prevention
WRAP has developed toolkits and collated good practice on a range of waste prevention initiatives and has some capacity to provide 1:1 advice to authorities including:
- Responding to telephone enquiries or email requests for information
- Signposting to toolkits, case studies and other useful information
- Running workshops to help determine local priorities for waste prevention
- Peer reviewing your plans and strategies
- Training course on implementation of waste prevention plans and related communications
