Questions on Communications Funding and Support

What types of communications activities are eligible for funding?
We will be targeting the funding we have at tried and tested communication methods that we know have worked well for authorities in the past. We will expect to see clear aims and objectives supported by a realistic communications plan before we allocate funding. We will, however, be able to provide support where necessary to help develop plans for consideration. See the communications page on our website for more details.

Does that mean you won’t be funding anything innovative?
We will look at each proposal on a case by case basis. We may fund innovative communication methods if we think there is not a well tried method which is appropriate and of course we would expect to see a developed communication plan to support any proposals.

What if we don’t want to use Recycle Now or Love Food Hate Waste brands on our local communications?
Communications campaigns receiving funding from WRAP will need to incorporate the national campaign brands – Recycle Now and/or Love Food Hate Waste as appropriate  – to maximise efficiencies and impact of communications at a national and local level.

Are we more likely to get communications funding if we apply as a partnership?
Working in partnership on communications can be very effective and cost efficient in time and money for authorities who do it. However, it really depends upon your communication objectives and whether it makes sense to carry out joint communications. Even if different partners have different objectives (e.g. could be targeting very different messages at different areas), it still makes sense to have the same communications ‘brand’ across an area. We will look at each situation on its merits. For more information on applying as partners, see the Guidance Notes.

If you are not working as a partnership on service or communications issues at present we can provide guidance on what the advantages of working as a partnership are and how best to go about it.

If we get communications funding, are there any obligations on us?
Yes – any authority that we offer funding to will need to sign a Funding Agreement which places certain obligations on you and us to deliver. Please contact lgs@wrap.org.uk if you want to see a sample funding agreement from a previous fund.

Do we have more chance of getting WRAP funding if we have budget available from our own authority to match it (e.g. existing communication staff and funding for 2008/9)?
For authorities who are seeking support to improve a relatively low recycling performance, having ‘match’ funding will not be a requirement for receiving WRAP communications funding, but our funds are limited and you should be prepared to make some contribution to the overall resources needed for the project. However, we will be more concerned to establish whether authorities have the commitment of members and officers to improving their service/communications.

Is funding available for staff posts?
We may fund communication staff in some projects.

Is funding available for local TV and radio advertising?
We will not be funding TV adverts due to the high level of resources needed. Radio advertising would need to be clearly justified within the communication plan to attract funding.
