Collections, Recycling and Waste Prevention Advice

The delivery of high quality collections and recycling services remains a priority. WRAP's Recycling and Organics Technical Advisory Team (ROTATE) provides support and advice to local authorities in England and Northern Ireland for reducing residual waste for disposal and increasing recycling and diversion from landfill. Improving collection efficiencies and outputs (quantities and quality) also play an important part. Our activity has recently been expanded to include waste prevention.

The advisory service is free. Advice is practical and support is customised to the specific needs of individual local authorities (England and Northern Ireland). So far over 300 local authorities have benefited from WRAP's local authority advisory service on their collection programmes for kerbside, civic amenity and bring schemes. These are some of the areas in which support and advice is provided:

Collections and recycling

  • Making informed choices about service profiles including new services
  • Improving the efficiency of existing collection schemes
  • Designing and delivering services to challenging properties (e.g. flats and estates)
  • Variations to services: for example to extend the reach of services or to collect new materials such as food waste
  • Bulking and sorting or recyclable materials including MRF operations
  • End markets and quality requirements for collected materials
  • Providing technical input to the procurement of collection services including the evaluation of tenders

Waste prevention

  • Planning, developing and delivering waste prevention programmes
  • Collection and reuse of bulky waste

Monitoring and evaluation

  • Development of a performance monitoring framework for a council’s recycling scheme
  • Comparing performance and costs with similar schemes elsewhere
  • Training staff in undertaking participation surveys
