The demolition of the abandoned steelworks at Ebbw Vale in 2004 left behind a derelict 90 hectare brownfield site.  The Welsh Assembly Government and Blaenau Gwent County Borough Council produced a development plan designed to regenerate the site and turn it into a vibrant new quarter of Ebbw Vale providing new education, healthcare, employment and rail infrastructure for the local population. Central to the plan was the integration of the site into the surrounding landscape in as sustainable a manner as possible.  The decision was therefore taken not to import new topsoil but to manufacture it on site using the existing mineral materials mixed with locally sourced quality BSI PAS 100 compost.
