Over the years our knowledge and understanding of the issues and, in particular economic, opportunities in the areas of waste, water and energy efficiency has developed. Many individual opportunities have been identified and much progress has been made in realising them. However there is still significantly more that can be achieved.  The priority for the new Resource Efficient Scotland programme will be to support the implementation of measures to improve energy, material resource and water efficiency.

The wider Resource Efficient Scotland programme is funded by the Scottish Government and managed by Zero Waste Scotland.  It will consist of an integrated set of services and activities designed to make a significant contribution to the government’s strategic economic objectives, climate change, energy efficiency and zero waste targets.  It will include elements designed to support the realisation of opportunities for savings through efficiency measures and behaviour change in all businesses, third sector and public sector organisations and within specific sectors; and the facilitation of research, evaluation and pilots. 

The requirement is for the delivery of a Scotland-wide advice and support service the “Service”, delivering practical technical advice on resource efficiency in waste/material resource use, energy and water efficiency to organisations in Scotland of all sizes, including businesses, third sector and public sector organisations.  This service will deliver generalised energy, material resource and water efficiency advice and training where appropriate and more focused, specialist technical advice where required. 

The advice and support will facilitate and deliver the implementation of measures to improve efficiency in the use of energy, material resources and water as a primary function, in addition to the identification and assessment of opportunities.   All businesses, third sector and public sector organisations will be able to access the core service without further charge over and above the core funding provided through Zero Waste Scotland.  In some cases more detailed, bespoke, technical advice may be delivered to the customer also without charge, in other cases the customer is likely to be expected to pay a proportion, or all, of the cost of the higher level of service.  Delivery to Small and Medium sized Enterprises (“SMEs”) will be a priority for the Service.

This tender is being run under the OJEU restricted procedure.  The anticipated closing date for the pre-qualification stage is 12.00pm 3rd October 2012.

The anticipated contract duration is for an initial period of two years, with the possibility of up to two additional 12 month extensions.  The anticipated budget is expected to be in the region of £3,000,000 per annum.
