Introduction
Consultants acting as advisors to regeneration clients and main contractors looking to appoint subcontractors are likely to be involved in drafting Invitations to Tender (ITTs) and contract documents. This step summarises how to introduce resource efficiency requirements in procurement documents. More information is available in Section 9 of "The efficient use of materials in regeneration projects".
Setting requirements in Invitations to Tender
ITTs usually include an Output Specification (OS) that quantifies the service and performance requirements for the project. The OS could include the KPI requirements for the DRI, RM and RC.
Suggested wording for an OS on demolition is available.
For new build, the OS will also include a requirement to implement a Site Waste Management Plan and should specify a percentage value requirement for the use of recycled and reclaimed materials in new build construction. Suggested wording for these requirements is also available.
Contract clauses
Contract documents agreed during the design process should include clauses on the efficient use of materials.
Examples of clauses that could be included in the relevant section of a tender document for demolition and new build projects are available.
Procedure for assessing and estimating KPI values
Contractors responding to a tender invitation will need to assess the KPI requirements specified, or requested as indicative values, in a tender document. The assessment process is set out in Section 9 of "The efficient use of materials in regeneration projects".
